on or around the 10th of July, Captain Randal Thorne chose to engage in idle chitchat slandering the reputation of S419U's Counseling staff in ways that likely as not grievously unbalance the system of trust into the confidentiality inherent in the ethics of Counseling staff and medical staff in general. Given the Captain's shady reputation combined with the influence he yields as owner and proprietor of the station's only bar-type entertainment facility, this act of slander was not only malicious but calculatingly taking advantage of his unique, unchecked position.
As a former Counselor and medical practitioner in Starfleet Service, I take offense to that behaviour and as thus file this here complaint and expect this to be handled in an appropriate way.

Ghorev added on 55112.7: Following the string of recent LOE failures and the poor performance on the competitive-level SQTs by LTs Takamura and Idrani, I ran some cross-checks on the examination and scoring programs, and found a series of errors in the senior command-level AI for scoring certain answers on questions of logistics and command strategies. This potentially affects all SQTs andm LOE exams given since 18 May, which means any LOE exam given after that date, as well as the SQTs of LTs Idrani and Takamura, are to be re-issued.

Goodwin, Ground Mission Commander). While Ambassador Rome's fate is uncertain, we have been advised that even if he is cleared of culpability, it will be a while before Mister Vimes returns to us, if at all. His billet is to be freed and we have 72 hours to fill it before Sector Command considers it available for tasking.

At approximately 2300 on this stardate, LTCMDR Aaron Park and LTJG Mirantha Dane were reported missing aboard the USS Lexington, along with LT Hiroshi Takamura, LTJG Ana Lopez, LTJG Megan Donavon-Harris, Rob Harris, Randal Thorne, and Kran'dok Brutae. The ship was enroute to Dulcais Prime for Federation Day celebrations when it encountered a severe storm and disappeared. SaR teams are in the area and have uncovered nothing at this point in time.
The information is not for public dissemination as per the 2O until the next of kin have been notified.
I opened this report to address the issue of staffing for the department in the absence of our CMO and one of the doctors.

I have decided that LT Hiroshi Takamura and LT Jaylas Idrani shall both be tested at the competitive level for the SQT required of an Operations officer, said testing to be completed with the next 96 hours. At that time, should both candidates still be competitive for the role, I will be assigning a second, live, test. As soon as both LTs Takamura and Idrani have signed off that they understand this decision, this report is to be forwarded into the general command bucket for testing commentary by LTJG Lanie.

Ghorev added on 55140.5: Due to the close standing of the examinations in this matter -- LT Idrani scored slightly higher on the exam, but both LTs Idrani and Takamura scored in the same tier -- Station Command is loathe to rely on one simple set of examination questions to determine this matter. Accordingly, the following live exercise is mandated as the final round of testing: Each of the two candidates will have one week to interview all appropriate Operations Section personnel -- section heads, and ranking junior officers <I.E., all PCs> -- and present to Station Command a viable plan for the shuffling of these officers into any available billet below the level of Assistant Operations Manager. Such interviews and determinations should include, for instance, LTJG McTiernan's current state of medical duty restriction but also her future needs and ability to contribute to the department, as well as the various seniority and career goal concerns of LTJGs Hurley and Lopez, the continued education of CDT Rice, and so on. I expect separate plans from LTs Takamura and Idrani in my hands by 2100 hours on 02 August, so that next week's Senior Staff Meeting will conclude with the naming of the new Operations Manager. I will be available for questions regarding parameters for this 'field test', regarding the legalities and scope of it, though I will not give subjective advice. Commander Dakin approved the following modifications to the Electronic Solutions storefront: a scanner at the door that checks for a small microchip that would be installed in all products in the store. The Register will have a thumb print and passcode for opening the credit records and reserves. The glass at the counter will be replaced by a phaser resistant, shatter proof transparent plastic or aluminum. Surveillance system behind the chrome mirrors in the far walls and the ceiling with loop record the last 72 hrs that would be backup to a computer in my quarters and also stream to a backup camera log in security office.
The owner of Electronic Solutions is a Miss Moyra Nasralvhrnec-Daine and her equipment to be installed in the modifications has arrived. Mr Idrys, when you are available I would like you to be in charge of the modifications.

Green added on 55158.6: At approximately 2200 this date, a security team was summoned to the Dream Factory office by its owner, Leck. ENS Joran Crayn, ENS Frank Phipps, and I responded to the call. Mister Leck claimed that the lock on the office door had been tampered with and his desk violated. I ordered ENS Phipps to examine the lock, and he discovered that no tampering had taken place; a data connection in the lock was off a few millimeters. He was able to set the connection properly in approximately three seconds. ENS Crayn's examination of the desk revealed that only Mister Leck and his assistant had touched it recently. With the situation resolved and Mister Leck advised to obtain an automatic lock for his desk, the security team departed.

Overview: Review existing data in the science department's database to determine the extent of damage to the archived data.
Results: Social science section is clearly corrupted, the information on politics and history is clearly corrupted. Biosciences and physical sciences hold records of research that don't match anything at Starfleet Headquarters and am unable to verify whether or not the research ever occurred.
Notes: There is something seriously wrong with the archives on the base. It goes beyond misplacing of files or damage occurred from battle. The /entire/ database if off.

I have also examined the chip's construction and physical make up, without actually delving into the contents as requested by Mister O'Rielly
All my scans and analysis of the chip confirm the following. That the chip is not corrupt in any physical way and is in complete working condition to be accessed. Comparing the chip configuration to known records finds no match to anything dangerous, booby trapped or intentionally damaging. There is also no match to anything that would suggest a self destruct mechanism on the chip.

Park added on 55169.9: Effective immediately, all Starfleet and CTC vessels are placed under quarantine, as well as all vessels who's destination is a Fedaration port-of-call. Allied ships are to be advised via a forthcoming message that we have isolated a new strain of flu virus, which may or may not affect their particular physiology. Quarantine on their part is voluntary in the event they are not travelling to another Federation port-of-call. Should further investigation find that this was an isolated case, full recompense will be made to all those affected. Any questions from staff should be directed to me. Questions from outside parties should be directed to LTJG Forbes, Diplomatic Attache; ENS Crayn, Acting Diplomatic Security Officer, or LCDR Goodwin, Second Officer, should the two previously listed officers be unavailable.

I was approached by a group of station residents who expressed that there is such an interest among the general population. If feasible, approved, and constructed, they would be willing to find lifeguards to watch the pool. Dorsax added on 55173.4: LTJG Krylow was wounded in action on Stardate 55173.3 by a polaron weapon. Anticoagulant was introduced into his system. LTJG Krylow was wounded on his outer, lower right thigh. Wound penetrated through flesh and outer muscle layers. Officer had not received first aid during the mission. Treated in sickbay for wound and anticoagulant removal. Report transfered to Station 419 for followup and service record update.

Matheson added on 55182.3: LTJG Krylow reported to Infirmary on this date for follow up care. Examination revealed that his wound was almost completely healed, though there was some slight remaining injury to the dermal layer. Wound was closed with use of a dermal regenerator. Officer reported no pain or problems, and scans revealed no additional abnormalities. Officer advised to return to Infirmary if he experienced any discomfort. Patient medically cleared for return to full active duty, and service record so amended. Report closed and filed.

Park added on 55014.7: I have been speaking to this officer on an ongoing and as needed basis regarding the tumultuous events before and after the attack. I'm certain that you're already familiar with the situation in regards to her LOE failure and subsequent transfer from her position. During out last session, it came to light that she was under an extreme pressure after the announcement, particularly given that, at the time, she had failed her LOE twice. Mister Lanie had apparently surmised that this officer possessed the necessary skills to pass the exam, but simply became frustrated when it came time to prove those skills. Her solution, which I agree was the proper approach, was not to let LTJG McTiernan know that she was to be tested before she arrived at the location. This, I think, was instrumental in the officer passing her OER testing. However, what was not taken into account by the training officer was the physical effects of taking such an exam. We can all agree that the OER exam is very draining, yet immediately following this, LTJG McTiernan was handed her third, and final LOE. That she failed is, in my estimation, not surprising given the physical exhaustion in taking the OER and her own apprehension regarding the LOE. I would recommend, given the circumstances surrounding the final examination, that this officer be granted a one-time exception to the policy and be granted a retest for her LOE.
