Upon information and belief, during a Station Security operation in the Warp Core Coffee House, Ms. Tshaya Cooper attempted to flee and deployed 'magician's smoke' to cover escape, and otherwise engaged in incriminating behavior despite having no reason to believe she was under investigation. As a consequence, I believe there is probable cause to believe that Ms. Crooper has information material and relevant to the above investigation. I request a warrant issue for Ms. Cooper's quarters, business, on-line and off-line data files, as well as ingoing and outgoing transmission for documents, transmissions, or physical items related to the foregoing investigation.

The probable cause for this warrant is LCDR Goodwin's statement that the individual displayed certain behaviors and performed certain actions marking her as a person of interest in an established joint investigation by Station Security and SI. Given that LCDR Goodwin has authority to make this request under JOC, this warrant is granted and issues immediately. It will expire in one week unless renewed for cause.

Ghorev added on 55012.1: I have investigated the matter complained about by Dr. Tallon, to wit the inclusion of Counselor Nabrun in a disciplinary meeting between Dr. Tallon and Dr. Malloy in the latter's capacity as ACMO. It appears from Dr. Park's comments in the matter that he did in fact authorize Counselor Nabrun's presence, but intended the Counselor's presence specifically for the purpose of determining the root of the behaviors for which Dr. Tallon was being disciplined -- Dr. Park's concern was that the behaviors might have been the result of cultural misunderstanding, hormonal imbalance, or some other blame-neutral cause, and he did not wish Dr. Tallon to be judged or treated harshly if this were the case. Unfortunately, these best intentions seem to have gone awry, and all three parties present at that disciplinary meeting, for one reason or another, failed to understand or abide by these intentions. Station Command finds that there is no fault here, but Dr. Park is cautioned to make his intentions plainer in the future, even at the risk of brusing the feelings of his direct subordinates, the station's ACMO and Counselor, by clearly spelling out what they might assume they already understand. Caution and precision make for less damage to departmental morale in the long-run. This report is closed and filed, with copies to Drs. Park and Tallon.

I suggest farther investigation should be under taken.

Vimes added on 54995.5: This report will track the progression of events and statements surrounding the arrest and detainment of Ms. Tshaya Cooper, proprietor of the Warp Core Coffee House, Ms. Neya, an Orion civilian, and Mrs. Casya Cross, also an Orion civilian, which took place the evening of May 25th.
On May 24th, I was contacted my Lieutenant Caeli, and asked if I would volunteer to participate in a plain-clothes security operation in the Warp Core. I readily volunteered.
On may 25th, I arrived to the Warp Core, for what appeared to be a farewell gathering for Lieutenant Caeli before his departure for his new assignment off-station.
As the evening progressed, Lt. JG Mulwray was positioned at the bar, and when Ms. Neya approached Mrs. Casya Cross, who was also seated at the bar, behind which Ms. Tshaya Cooper stood, Lt. JG Mulwray drew his Type one phaser and declared that all three ladies were to be taken into custody. Lieutenant Caeli and I followed suit, drawing our own Type one phasers and training them on the three women.
Lieutenant Caeli ordered Ms. Cooper to raise her hands over head and to step out from behind the bar. As she did so, she threw what must have been a smoke-bomb onto the floor, presumably as a distraction, to make her escape.
Both Lt. JG Mulwray and myself discharged our weapons at Ms. Cooper. They were set to stun. Lt. JG Mulwray's shot was spot on, incapacitating and neutralizing Ms. Cooper. My shot was off its mark, striking the wall adjacent to the doorway.
At this point, we proceeded to establish crowd control as other security officers arrived on-scene to take witness statements and to begin a search of the premises.
I conducted a search of Ms. Cooper and collected paraphernalia associated to magic tricks, as well as a set of non-electronic lock-picks which she had in her back pocket, in a wallet. These items have been logged in as evidence and a receipt has been prepared for Ms. Cros to reclaim, if or when she is released from custody, and provided that these items are not material to any cases or investigations being conducted.
Ms. Cooper was then transported to a holding cell in the brig. Ms. Neya and Mrs. Cross were taken to station security for interrogation. I proceeded to hail Lt. JG Tallon, requesting her presence in station security to administer medical attention to Ms. Cross, in case the stun she sustained had caused any other harm. Lt. Commander Goodwin then arrived. He and Lt. JG Mulwray began to speak with Ms. Neya and Mrs. Cross. At this time, I escorted Lt. JG Tallon to the holding cell area, so that she could examine Ms. Cooper. Lt. JG Tallon cleared Ms. Cooper as being none the worse for wear.
I proceeded to inform Ms. Cross of her rights, and informed her that a thorough search of the Warp Core was being conducted, so that if they were to find anything, now would be a good time for her to come clean. She claimed that nothing incriminating would be found, and then consented to a search of her quarters being conducted, claiming her innocence.
I will be adding the witness statements to this report, and also leave it open so that Lt. Commander Goodwin, Lt. JG Mulway and Lt. Caeli can add their own observations.

Scanning the male I found that the drink he was drinking was over it's consumption date and was intoxicated. I gave the man 10cc of tricordalin, The Cardassian was advised to stay over night but refused and left. I have asked the duty nurse to check on him in a few hours. He should return in eight hours to get another injection of the tricordalin. On a side note the cardassian was not identified and I advise he be so, by a member of secuirty.

Ghorev added on 55015.7: In the early morning hours today, before turning in, I received a message from Randal Thorne indicating that LTJG O'Rielly had unlawfully ordered the Neutral Zone's staff to cease all alcoholic beverage sales. Since I have seen no report from any of the six authorities who may lawfully require this -- the Captain, myself, the Quartermaster, the Operations Manager, the Security Chief, the Chief Medical Officer -- or from the Officer of the Watch in the Operations Center for that duty cycle acting in place of Station Command, I have ordered Mister O'Rielly's order belayed. Since today is a Down Shift day for me, I will leave the investigation into this complaint in the hands of the Crew Management Officer. Since Mister O'Rielly is known to claim exigent circumstances at the drop of a spanner, I must clearly indicate for the record that Mister O'Rielly's reasonings are not germane to me here -- this complaint deals with his abuse of authority in issuing the order, and not whether there is cause for such an order to be issued by a competent authority. Until this matter is settled, Mister O'Rielly is relieved administratively of all station-side duties. Since Mister O'Rielly has direct access to disciplinary reports, and is further inclined to make direct entry into them at the same spanner drop, he is herein reminded that direct entry into this report without orders to do so from Station Command or the investigating authority of this complaint will result in immediate and decisive punitive action.

Vimes added on 55024.2: I have given this matter much thought and consideration over the past few days. News of Lieutenant Caeli's death struck me a terrible blow. Zip was my friend, from when I first was assigned onto Station 419, and was ready to do whatever I could so that he could stay after his promotion.
As a result, and if station command, Lt. Commander Goodwin, and Lt. Commander Dakin approve, I would like to request a transfer back to security branch, to serve as the Security Duty Officer for this station.
My friend served in this position with honor, distinction and excellence. I can only hope to perform a fraction as well as he did, but in light of recent discussions and ponderings, I think I'd serve this station, and Starfleet best, in this capacity.
I do realize that this may be a limiting move career-wise, but it's the least I can do for the memory of my friend who gave his life in service to Starfleet and to the oaths he swore as an officer.

The source of the Horta baby was a spherical silicon object that came into my possession during recent shore leave on Dulcais Prime. The object cleared customs circa Stardate 54882.3, and showed no signs or symptoms of life until seconds before it hatched.

Dakin added on 55024: It has come to my attention that the policy allowing senior officers to walk around armed has been called into question. I therefore would like to state for the record that this is a level of special dispensation that has been in effect since prior to the beginning of my service aboard the station. Also, since departments outside Security are not allowed to be armed except in emergencies or unless authorized according to individual mission parameters, I surmise that having at least one person in each department armed in cases of emergencies would be a prudent move. As such, I am posting this report, to which all Security personnel are to acknowledge these standing orders by amending to the report. This will be left open for 96 hours, then closed.

The following are excerpts from report S-419-U-SCI-027:
Found a declassified joint Planetary Sciences/Social Sciences survey of some recon intel on a Jem'hadar base camp on Occa, raided just a few months ago, which looked by the station's SI cell (named redacted as classified) to seem like some kind of excavation project. Report shows that it was decided that whatever the Jem'hadar was working on was more likely archaeological than geological in nature and the copy of the file in the Planetary Sciences database closes with that determination. Based on notes provided, I recommend reviewing the Social Sciences database for more information.

Last year the Dominion initiated a covert raid against the future site of the Humanity Heritage Center on Occa, at is groundbreaking. A sweep of the planet shortly thereafter resulted in the discovery of a second covert Jem'hadar team in an isolated mountain range. After the capture of the team, and a subsequent examination of their equipment it was discovered that they were performing an archaeological expedition for reasons unknown. Subsequent investigations discovered noting of archaehistorical worth on the site. The captured Jem'hadar revealed nothing of their intentions.
