Unforeseen difficulties in the design of the glove unit known as the FML (formerly the MMD) have been causing degradation in the sensor systems of the glove faster than it is practical to effect repairs to them. All of the gloves produced thus far are experiencing the issue. Chalk it up as a neat idea that is more trouble than it is worth.
The design has it's flaws, but I believe these discrepancies can, with additional research and a few refinements, be sufficiently resolved in order to return the glove to service. It's far too useful a device to simply let it fall to the wayside.
First order of business is to track the issue. As afar as I've been able to deduce, the sensor system design is at fault, though it may even be an issue related to the replicators themselves, or rather the manner in which they form the sensor grid and is associated assemblies. Little can be done until the cause is tracked down.

Javits added on 53298.2: After extensive testing of existing and newly created FML glove units, the discrepancy has been tracked and resolved. Due to the molecular resolution used in most replicators, both food and equipment models, single line molecular errors were introduced in the FML's sensor system. These single molecule errors eventually led to premature degradation of the sensor system. The same single molecule errors are also a known cause for some rare food items acquiring poisonous qualities, rendering them unreplicatable.
By narrowing the resolution to the quantum level, most notably associated with transporters, the single molecule errors were effectively eliminated. However, this requires far more time, computer and power resources to properly replicate an FML glove unit. Therefore, issue of the units is limited to medical personnel and those persons with clearance from the Captain.
Issue resolved. This report is hereby closed and filed.

Ghorev added on 53307.7: LT Tyler's investigation has been taken into account and the following disciplinary rulings are issued: LT Nevaren is issued a general reprimand for breach of discipline in the security protocols surrounding all matters tied to the Aegis Project. His ignorance of the specific protocols further in place around Professor Moore as an auxiliary part of this project shall be taken into account as a strong mitigating factor when the time comes to review the permenancy of his brevet promotion, and it is my hope that this will not affect that review. LCDR Poole is also issued a reprimand for a breach of security in this matter. While as the Assistant Chief of Engineering, Mister Nevaren is certainly cleared for knowledge of modifications to Aegis' systems, this clearance is also subject to a need-to-know in specific matters. It is clear, however, that Mister Poole did not share knowledge of Professor Moore with Mister Nevaren for professional reasons in his capacity as ACEng, but for personal reasons in his capacity as her husband. This is a clear breach of the need-to-know rule surrounding Aegis matters, further compounded by Mister Poole's failure to fulfill her professional obligation to instruct Mister Nevaren in the specific security protocols surrounding Professor Moore. Both reprimands have been entered in the respective personnel files. This report is classified to Level 7 in its entirety, but need-to-know eyes-only access is provided to Mister Nevaren to this concluding remark by way of explaining station command's decision.

Dakin added on 53287: In accordance with the charges leveled at Ilsanna Noia, I ordered Lts. Novairen and Caeli to bring Ms. Noia in for interview. Upon interview, I learned from the subject, her account backed up by the on-scene Counselor Gellan, that her intrusion into K'net-Mauri's mind was of accidental intent. Half-Betazoid but having not been raised on Betazed, Ms. Noia is not possessed of the societal restraints Betazoids employ when using their psionic abilities. Ms. Noia states that she often made unsolicited mental contact with Vulcans with no problem, and mistook the Ambassador for a Vulcan. She is regretful of her error and allegedly meant no harm. I'm inclined to take her account at face value, particularly due to the corroboration from Counselor Gellan. I will be speaking to the Ambassador and relay Ms. Noia's statement, so that I may further be able to decide on a course of action on this matter.
I should point out in closing that Caeli and Novairen's detainment of Ms. Noia was not at all a smooth operation, particularly due to the actions of Lt. Novairen, which I will comment on in a separate report.

Ms. Ilsanna Noia was found guilty of the charges against her, and was sentenced to 1 year at a Betazoid correctional and rehabilitation facility, where she will be re-educated in the Code of Sentience. With good behavior, and the learning curve of which a graduate student of exosciences should be capable, it is likely she will be released in six months, rehabilitated. Fleet Captain Gr'laH has indicated that he has had ongoing conflicts with Ensign Spect, citing the incident where Ensign Spect consumed his bloodwine. Fleet Captain Gr'laH stated that there have been other incidents of disrespect, but he did not go into specifics. Fleet Captain Gr'laH has been advised of his right to file a complaint with Ensign Spect's superior officer, for disrespect to a superior officer, under the military alliance chain of command, but the Fleet Captain deferred. He states he will retain the right to file a complaint at a later time, but has full confidence in Starfleet's ability to remedy such matters.

Idrani added on 53343.7: I have been asked to participate in an Allied observation of the IKDF investigations of the Teirran involvement in the bombing of Bak'TUR. This is an IKDF mission, under the jurisdiction of IKDF regulations and aboard a Klingon vessel. I am allowed to take one Starfleet officer with me. After conferring with Ensign Sarvok and Lieutenant Golden, I am requesting to take LTJG Takamura, of the Rapid Response Team. Lieutenant Takamura's knowledge and experience in counterterrorism would be invaluable on this mission. If LTJG Takamura's duties do not permit him to be absent from the station, I will request the presence of LTJG Tera Turtledove. If it were allowed, I would bring both officers on this mission, however that is not possible. I do not anticipate that this will be a lengthy absence from the station, nor are we anticipating hostilities. The Romulan peacekeeping force is firmly in place and, as stated, our role here will primarily be observation and advisement. I believe that the unique training and experience benefitted by the RRT would be useful in this endeavor. Thank you.

The Cape Fear met the USS Princeton for the scheduled rendezvous right on schedule, and twenty-six hours later, arrived at the edge of the Irdosia system. Eighteen hours into the journey, the Princeton identified possible Ferengi Raider class starships headed for Irdosia, due to arrive approximately twenty-nine hours after the crew on the Cape Fear. These detected Ferengi ships were observed

Currently there are personnel assignments within the Security Department that have left the department somewhat short-handed. All duties are able to be filled, but only by re-arrangement of existing shift schedules that necessitates having some officers work beyond their standard shift. This will have the net effects of exhausting those officers and lowering their morale. The assignments causing this are of indefinite duration, so there is no determined length of time after which this situtation will cease to exist.
In order to stymie the adverse effects of this situation on the morale and efficiency of the Security Department, I am proposing the following idea, having already briefly conferred with both LT Dakin and Ambassador Gr'laH receiving tacit non-official approval from both to proceed with creating an official report regarding this.
1) Ambassador Gr'laHhas officers that would admirably 'fill the holes' in the security ranks in the short term. In the long term, these officers will provide additional manpower, augmenting and improving existing station security.
2) The klingon officers would, at Ambassador Gr'laH's suggestion, report to a liason officer chosen from among the ranks of the Security Department and be assigned to supervision of Security Section Heads by that officer. It is my suggestion that the officer chosen for this duty be mutually agreeable to both the Ambassador and the Chief of Security.
This arrangement would serve two other purposes, beyond giving Security additional manpower:
1) The klingon officers assigned to this 'officer exchange program' would have relevant duties on the station, which would give them something to do, thereby helping to maintain their morale.
2) Such an 'officer exchange' would help to foster a sense of cooperation between Starfleet and klingon officers.

I hope Dr. Park may know more about this and be able to educate me on it so the officer may be able to report for duty soon. No other medical officers were available for supervision but the examination was recorded.

Ghorev added on 53335.7: Since questions have come up regarding our Zero Tolerance policy, the following may be relayed to the foreign missions aboard this station: The Zero Tolerance Policy is an explicit forbiddance of violence between members of the diplomatic missions, i.e., Ambassadors and their retinues. It does not apply when there are not members of such missions on both sides of a violent encounter. It therefore applied neither in the case of Reytara vs. Ha'nuQ, nor in the case of Noia vs. Va'raeh, as both of these cases involved someone who lacked diplomatic credentials of any kind as the aggressor/actor/defendant. In short, the Zero Tolerance Policy is our way of ensuring that violence between the diplomats on this station does not occur. In instances where a non-member of a retinue can be shown to be acting on the direct orders as a de facto member of a retinue -- e.g., if it might have been proven to be the case that Ha'nuQ acted on the express orders of Ambassador Gr'laH in his antagonism against the Nausicaan ambassador's honor guard -- then they will fall under the scope of this policy. This policy has come into effect because Diplomatic Immunity shields members of the mission from most other punishments, leaving little recourse but ejection from the station. But where private citizens are involved, because the law offers a full slate of remedies, this policy does not apply.

I promised this officer I would attempt to find him some training and further experience in diplomatic matters while under my command. Mr. Setu is fluent in Klingon, Bolian, and Federation Standard and served as a Communications Officer aboard Starbase 192, a Federation and Klingon command center during the Dominion War. He has considerable experience dealing with Klingons in martial matters and in an administrative capacity. I bring this officer to the attention of the SFDC for consideration in future projects moving forward. With the failure to attend by any certified member of the Federation Diplomatic Staff the meeting was almost a wash before it started; but considering that the UNA had mentioned a possible statement from the Dominion vis a vis the Vorta and Jem'Hadar within the UNA, I took the opportunity and the risk of calling the meeting to order with the permission of the other delegates present.
Old business from the Federation was settled regarding the joy riders, the Romulans were satisfied with the follow up on that. Thanks were given to the Romulans for accomodating the off course vessel in the neutral zone. The Romulans stress continued concern about the vessel broadcasting into their space.
The Klingons announced that the alleged Starfleet Intelligence agents were no longer in Nausicaan custody but on their way to Qo'nos, and from there they will be transferred back to the Federation. Why they were brought all the way to Qo'nos and not to the nearest Federation facility for renaturalization I do not know, nor did I feel it was my place to ask in that company.
Ambassador Gr'lah offered to give the details of his negotiation tactics with the Nausicaans regarding the speedy results to the FDS and SFDC for their future edification and benefit.
Ambassador Zuh'raah'do related that the Dominion was opening up official diplomatic channels with the UNA, exchanging ambassadors and that until the actual ambassador arrived Popura the Vorta would be acting as the Pro-Tem Dominion Ambassador to the UNA and his troops the embassy guards.
Ambassador Zuh'raah'do asserted the Dominion had no immediate plans for an Ambassador on this station but would be open to a request for such from the Alliance if desired.
The Dominion wished to know if they should send along an economic trade goods caravan along with the supply vessels for their Embassy, they are open to trade with this area of Allied space. Note: This would bypass many Ferengi middlemen and tariffs and might provoke the Ferengi to take action against the trade convoy as they are not bound by the terms of the Treaty of Bajor as are we.
The meeting then closed without incident other than the multiple observations that the failure to appear by the Ambassadors of the Federation, Ferengi Alliance and Romulan Star Empire prevented any meaningful dialogue to transpire.
It is my observation that this may not be an actual complaint but rather something to share time over; when all the Ambassadors are present it is my impression that very little meaningful dialogue takes place in chambers anyway, but more like a warm up for the real dialogues that take place afterwards. My opinion only.
This concludes this report.

Her research into Nausicaan physiology has been exhaustive but has allowed for a medical understanding of that race that did not exist prior to her efforts. She has singlehandedly filled in a large blank in the Starfleet Medical Database through her tireless efforts and unswerving dedication to medical progress. This effort culminated in the life saving lung transplant of the only Nausicaan Ambassador to the Federation. I can think of no more fitting commendation for this officer that the Carrington.

I went along with LT Nevaren on the resupply and maintenance mission to DS-121. On this mission, it came to my attention that the outpost receives regular quarterly resupply and maintenance by a ship sent from Dulcais. S-419 is closer than Dulcais to 121; 419 also has all the resources and technical know-how necessary to perform the mission. In simple terms, 419 would be a more efficient base from which to resupply and provide maintenance for 121, on a regular basis. It would also be well worth our establishing standing relations with the crew of 121, as they will certainly act as a 'first warning' post for 419, in the event of an emergency, and 419 can also more readily come to the defense of 121 under the same circumstances than can Dulcais.
The quarterly needs of 121, as best I can determine, are:
1) resupply (Operations department)
2) maintenanceof communications and sensors systems (Engineering department)
3) tactical review (Engineering and/or Security department)

On the way back to the Station from DS-121 <See: Report #185>, Mr. Harris came to me and told me what he had found during his search of the filebases. He had run the signals through the Federation database following all the procedures and he got a hit on the original, more powerful and distant source. When we tried to access that information we recieved the following message.
"Access Denied - This Information Requires Admiral Level Clearance. A report about your attempt to access has been sent to Starfleet Command and the Department of Temporal Investigations."
Even though we had no idea this mysterious information was rated such, if there is going to be any trouble for accidently trying to access these files I will soley take the blame as it was my orders Mr. Harris was Following.

There is evidence of a scortch scar. I told him to return in 48 hours for another checkup, although he is clear for duty. A sample of the nanites were taken to be examined by science personnel.

My Beta shift up in Ops had just hit its mid-shift changeover when Sogh lagh J'qoba, the Klingon Liason Officer, entered Ops, offering to take a duty shift. Remembering that LTCDR Poole had, on previous occassion, denied him Ops duty, I checked to see if he was now cleared for such. I found nothing... not even an indication as to whether or not the Officer Exchange protocols are even active on this station. With no information to work on, I had to assume my authority (I was sitting in the 'big chair' that shift) didn't give me the latitude to allow him to pull general Ops duty at any station. He understood and was very polite and diplomatic about it all.
Are the Officer Exchange protocols active on S419? Is Sogh lagh J'qoba cleared for general Ops duty?
Please forward this, as needed, to find an answer for me. Thank you.
