Ghorev added on 53138.9: Upon review of the events narrated by Mr. Sovar (S419U-448-DPLF, q.v.), I find no evidence that Lieutenant Dakin exceeded his authority. While somewhat forceful in his reiteration of his position to Mr. Sovar, and perhaps somewhat hasty in involving the Klingon Ambassador, his interpretation of the law with regards to his rights and responsibilities in the matter was correct: Ambassadorial privilege is not a sledgehammer but a keen blade, and cannot be invoked at random or because the Ambassadorial personnel in question 'feel like it'. To wit, specifically: 1) Ambassadors may only assume command of a mission in which a direct diplomatic purpose, charged by the UFP President, or the Chief Diplomat of the Federation or his Undersecretaries, is at stake. In this instance, as correctly cited by Mister Dakin, the diplomatic nature of the mission had passed. 2) Even if the previous were not correct, we fall into an interesting conundrum, as Ambassadorial privilege would not have devolved to Mr. Sovar until Ambassador S'terik's actual arrest and confinement, or until confirmation from the Chief Diplomat had been received of S'terik's revocation of credentials and the passing of those credentials to Sovar. 3) With none of the above being the case, and in lack of direct evidence at the time of the arrest that Ambassador S'terik was actually spying for the Romulans, Lt. Dakin correctly acknowledged Joint Operational protocols, and requested permission from the Commanding Officer of the allied vessel on which he was travelling to execute an arrest. Standard Operating Procedure will require that any formal complaint by Mr. Sovar be directed to me, and if and when he chooses to take this step, I will advise him accordingly. This is kept open in case new evidence in the matter should come to light.

At some future point, I will be sitting down with Mister Dakin and discussing matters of the arrest which are below the threshold of formal action or reprimand, but which I feel require some clarification and understanding. THis is not to reflect on LT Dakin's service record, since, as a matter of law, the complaints against him regarding abuse of authority and denial of Diplomatic Command Authority will not stand.

Haven added on 53017.1: Lieutenant O'Rielly has received two shots of pain killer at the onset of his PRT/BPM testing. He is allowed only one more, as he has only one more re-test available. He has assured me that at the completion of his upcoming mission, he will report to the Infirmary for surgery on his knee. Starfleet Medical's idea of mission ready and mine don't seem to be the same for if he was truly mission ready, he wouldn't have needed a pain killer to get through his testing. This report will remain open pending his return from his mission.

Idrani added on 53075: The UNA has laid claim to the mining rights to asteriods in Irdosian space. This event followed the 'rescue' of Dominion personnel on Irdosia. Prior to this, Irdosia was marked off by a Federation interdiction sensor net, however the UNA recognized the area as unclaimed space. It is too far away from the Nausicaan systems to be conveinent for mining operations, but I am concerned that the Nausicaans will try to sub-contract to a closer group, like the Rynkan Confederacy. This space is held in trust for the Irdosian people, who may some day need the resources on those asteroids before they can make the technological leap to warp drive. The UNA,also desperate need of resources, mining these asteroids at this time may have an effect on the natural development of the Irdosian culture, further down the road. I have communicated intent to President Gr'rak'taa, on Nausicaa III, as well as Ambassador Zuh'raah'do to buy the mining claim from them. I believe this method would be advantageous to creating a better diplomatic atmosphere with the UNA, as opposed to putting armed Federation ships to enforce our "claim" as well. The UNA appears willing to discuss these options, however they would like the Ferengi to assist in negotiations to assure that their interests are well represented. Therefore, I would like Federation and Starfleet diplomats to draft a proposal that will ensure that the resources in Irdosian space will be available for the Irdosians, when their culture and technology advances, as well as keeping diplomatic inroads with the UNA as smooth as possible. Please put forward any suggestions or ideas you may have. Thank you.

S'Terik added on 53128.2: In an effort to stall the war pending further evidence on the Bak'TUR attack, the Federation will be placing a boundary around the Rynkan Confederacy within Federation space that will prevent any Klingon ships from entering. The Rynkans will be similarly limited in their access to Federation space. Normal Klingon ship routes through the Federation, however, will continue normally as per the alliance terms. Starfleet will be making sure that the boundary is respected, as it is within Federation space and we have the authority to set it, and any Klingon or Rynkan vessels violating the policy will be disabled. This will not, however, prevent the Klingons from attacking the Rynkans outside of Federation space, in particular those stationed in Teirian space. The Romulans will similarly close off their borders to combating Klingon and Rynkan vessels.

Dakin, Dr. Haven, and myself boarded the Romulan vessel T'luc T'Gora at Starbase 419-Upsilon for our journey to attend the Council of Warlords on Nausicaa III. Following an uneventful journey to Nausicaan space a Nausicaan vessel escorted us to Nausicaa III. Once in stable orbit a UNA shuttle docked with the T'Lux T'Gora and ferried the dignitaries down to Kyroa, the Capital City of Nausicaa. After arrival each delegation was split up into different quarters at the Presidential Palace. The Federation Delegation split into separate parts, while Ambassador S'Terik retired to quarters to prepare for the meeting. Doctor Haven was taken to the Kyroa Dome of Medicine to spend the first half of the day conferring with Nausicaan doctors, and was accompanied by Ensign Sarvok. Lt. Dakin and Second Legate Sovar chose to tour the habitat in which we were staying, a move cautioned against by our Nausicaan hosts.

That evening the various diplomatic delegations, and the Starfleet contingent were reassembled and escorted to the Presidential Palace in Kyroa. We were shown to an expansive chamber dominated by a large meeting table, several banquet tables laden with food, and a wall of windows over looking a courtyard below. When we were all seated, the UNA President, Gr'raak'ta, greeted those in attendance and offered his special thanks to the Romulan, Klingon, and Federation Ambassadors. It was clear that the enthusiasm for President Gr'raak'ta's speech was mixed with his cabinet being the most appreciative and several Nausicaan Warlords showing various levels of disdain.

Effected area will include the clearance and access codes of more or less every access terminal on the station, the personal codes of every officer and civilian aboard, routing and failsafing of all data networks, encryption of all databases, standard encryptions for civilian databases, as well as countless lesser administrative tasks that will necessarily arise from these activities. Ensign Harris will handle the team responsible for all internal general station systems overhauls. Ensign Harker will handle the team responsible for all internal quarters systems overhauls. Ensign Va'tol will handle the team responsible for all internal and external flight deck systems overhauls. If you wish to volunteer for these teams, please contact the Section Head or Acting Section Heads concerned. Lieutenant JG Foster will act as administrative oversight and coordinate the interaction of these three teams. I will receive reports from Mr. Foster and will handle all sensitive and classified systems or data encyption personally. This is a Mission Critical Systems action item. All other duties are secondary to this task.

Zuh'raah'do added on 53080: The UNA is formulating this report in regards to Federation aid and the purchase of humanitarian goods for the populace of Nausicaan space. This report is informational in nature, although requests for action and information will be added as needed. The UNA has earmarked the planets Mo'chvar and Nausicaa III as the primary recipients and the central distribution sites for supplies. Each has a pressing need for assistance as well as UNA distribution points that can be safeguarded against unlawful elements. Early this morning, Vessels from the Klingon House of Kang violated the Nausicaan border and hit the Nausicaan client world of Mo'chvar (Homeworld of the Moroglo, a nausicaan client species that resembles tall Chimpanzees with russet fur and eyes like panthers) The Kang ships obliterated 7 non-UNA vessels as well as severely damaging 2 UNA cruisers. They straffed and destroyed three major industrial centers -- a Logging/Lumber Facility; a Heavy metals smeltering park, an Aluminum processing facility. They also hit a Vinonium powerplant recently bought from the Harellians that spread radioactive particles over a 95 mile area of what was one prime agricultural land, all that food is now lost and the land useless without severe reclaimation efforts. The Kang's landed forces as well and abducted almost 200 Moroglo workers as well as looting the central commerce town of Guk'lam'mek which is the UNA capital. Nausicaa III is the home planet of the Nausicaan people with a population of over 8 billion souls. Of all the inhabited Nausicaan planets, it suffers the most from food shortages and overcrowding as the majority of the population is pressed into biodome cities or under the surface of the planet. Nausicaa III currently has no means of supporting an agricultural base. The UNA has recieved a trickle of replies from Federation aid agencies in regards to our requests for aid. However, they can only provide a small amount of aid packages, as they're still rather burdened down with helping the Cardassians and occupied Federation worlds from the war. To comply with Federation policies regarding the dispersal of aid packages, the UNA would like to enter into negotiations to hire suitable elements of the Pra'thal to secure and administer the city of Guk'lam'mek on Mo'chvar. It is felt that Andorian mercenaries would be better suited to interact with the Nausicaan populace as well as elements of the UNA assigned to safeguard the planet. (Federation Diplomatic team, please forward this request to the Pra'thal as soon as possible.) Por'tuuk, a recently upgraded and repaired industrial city on Nausicaa III, will be the distribution point on Nausicaa III. Por'tuuk will also, in the near future, be a "safe haven" city for commerce between the UNA and business partners, but this will be addressed in a separate report. The United Nausicaan Alliance is putting forth a request for bids. The UNA is seeking to purchase an immediate supply of grainstuffs, preserved food, water purification chemicals and breather masks worth 30,000 Federation Credits as well as securing a trade agreement for a regular, renewable supply of the above items via contract. Idrani added on 53077.1: Weeks ago, Ambassador B'val asked for Starfleet assistance in investigating a matter of illegal activity with regards to traders within Federation borders crossing into the Ka'Vala sector and smuggling weapons to the Kriosians, which have a resistance movement against the Klingon Empire. Following the request for Starfleet aid, the USS Discovery was dispatched to the Ka'Vala sector. Shortly afterward, Ambassador B'val retracted her invitation to allow the Discovery to cross into Klingon space, but said they were welcome to investigate the matter from our side of the boarder. Just prior to the diplomatic meeting last week, I received a message from Captain Potrikos of the USS Discovery, stating that two of her officers, Lieutenant Aliok of Vulcan and Lieutenant Daniel Cheung of Terra, were in the custody of the terrorist group. KDF forces have denied permission for the Discovery to pursue into Klingon space, as they were told specifically not to allow this by Ambassador B'val. This issue was brought up in the diplomatic meeting and permission for the Discovery to cross into Klingon space with KDF escort was granted by Ambassador Avok. The Discovery has been informed that they will be contacted by a KDF vessel who will provide escort. The findings of the investigation will be added to this report when available.

Haven added on 53163.3: I will soon be proceeding with the surgery to replace Ambassador Zuh'raah'do's damaged lungs. The procedure is a delicate and risky one under normal circumstances. Our knowledge of Nausicaan physiology is, while growing rapidly, still incomplete in many areas, transplants being one of them. Since Starfleet is providing this medical care to an Ambassador of a foreign power, it may be wise for the Diplomatic Attache to make a formal record testifying Ambassador Zuh'raah'do's understanding of the risks involved and his willingness to accept that risk. I will gladly outline the procedure for the record, as I have already done for Ambassador Zuh'raah'do.

Darax added on 53175.4: It has been handed to me by President Kor of the Federation to conduct a socialogical survey concerning the primary colors of the station. Studies have been performed and discovered that many prefer 'earthier' tones in the decor of stations and ships. These studies have shown that such color changes can affect everything from morale and discipline to productivity. I will start this here and move it to other areas if necessary, but I would like the opinions of all on station Civilian and Starfleet. Does the current color scheme need to be redone or is it fine as it is?

Since this has never been denied within the usual regulations and guidelines for doing so, it hardly matters. Command and Operations personnel will be available to consult with those who wish to discuss specific changes to individual work and living areas, diplomatic reception areas, and so forth.

Meridian added on 53173: Captain Balin, as the new Federation Ambassador aboard the Station, I would like to take this opporunity to address several issues that have been presented to me regarding Starfleet officers not of command rank making diplomatic and policy statements to diplomatic staff from foreign powers. While the Federation Diplomatic Service as well as myself have both great respect and trust in the abilities of Starfleet to conduct relations with galactic powers, it remains the chartered role of the Federation Diplomatic Service to be the sole representative of Federation interests when considering diplomatic matters. I do of course support the position of Starfleet wherein in the absence of Federation diplomatic personnel and due to the presence of an urgent and imminent security matter, the nearest Starfleet Officer of Command rank shall standin and act as an ambassador for the Federation. Should FDS personnel be available, this staff should be utilized and should respond to all diplomatic inquiries regarding the position of the Federation regarding the matter at hand. It would be appreciated that, where Starfleet is questioned on their position in certain matters by foreign powers, Starfleet is welcome to make their position available and forward a contact report to Station FDS personnel immediately. Your cooperation in this matter will ensure tense diplomatic matters are handled with the utmost precision and delicacy. If this request could be forwarded on to your department heads, it would be appreciated.

Unfortunately, as soon as the initial pleasantries were exchanged, the Ambasasdor twice in a two minute span reminded me of the disparaties of rank and station, and insisted on the greater mandate of his office, in this location, than of Starfleet. Since my attempts to argue logically to the contrary by citing protocol and regulations were seen as an attempt to draw a dividing line in the sand, and treated by the Ambassador accordingly, I advised him that our interview was concluded. At this time, I am making formal recommendation for the relocation of the Federation Diplomatic Mission on this station, due to the Federation Ambassador's continued and disruptive insistence on rank and station as more important than mission and protocol. Given that the Ambassador has, since setting foot on the station, firstly engaged in rebukes of Starfleet personnel due to misreading our own reports and not-reading his own people's perhaps nonexistent reports, secondly insisted on scrupulous adherence to chain of command when it suits him but denies the existence of that chain of command when it does not, and thirdly spent over a week not-attaining requested cooperation from the Romulan Embassy on a security investigation in which for reasons of courtesy I included his office rather than employing our own diplomatic staff, I do not see much hope for a continued Federation Diplomatic Mission aboard Station 419-Upslion as long as the FDS are our 'tenants' here. They require an environment where security matters are less of a concern, and Ambassador Meridian's unique views of inter-office cooperation can be satisfied.

Meridian added on 53194.6: Mr. President and Chief Diplomat, I had the opportunity to finally meet at least one of the command staff here on Station 419U after several requests to meet over the past week have been ignored. To this day I have not been officially greeted on this station in accordance with my stature, but my report today has little to do with this. It would seem Commander Ghorev is as reported to me clearly convinced of Starfleet's utter domination in this sector. Clearly the biggest issue here is that the Commander and the majority of Starfleet personnel on this station are incapable of recognizing that the Diplomatic Service is part of the same team - the UFP. Since my arrival, I have been openly challenged regarding my job several times, have been denied curteous requests for meetings to settle any disparities that may exist, and have been verbally assaulted by a Lieutenant Commander in a civilian establishment. When I attempted to clarifiy that my rank on this station is indeed superior, but that I fully support the mission of this station to ensure the security of this sector, and that the diplomatic goals of this sector are one in the same, Commander Ghorev proceeded to clearly express he did not understand this concept. He seems to be under the impression that the FDS does not support this mission, and refuses to accept the viability of diplomatic negotiations in the peace process. Several times I have noted incomplete reports on behalf of Starfleet personnel, where they have not indicated important mentions of diplomatic actions taken. Instead I was informed simply that I should already know of them. This is not what I consider to be adequate report writing. My feeling is that even if the mission is reassigned to Dulcais Prime, Starfleet in this sector and specifically forces stationed on the Station will be unwilling to abide by the FDS's clear mission to maintain the alliances between the Alpha Quadrant parties in order to provide just the same security Starfleet is here to provide. Commander Ghorev seems currently incapable of accepting the fact that both the FDS and Starfleet work together to further the Federation's goals, rather than soleley relying on Starfleet to accomplish them. I also request a formal redress be placed in Lieutenant Commander Poole's file for breach of protocol and presenting a clearly unprofessional front in a public place on board a Federation Installation. Personally, I will continue to endeavour to work towards an equitable solution for all involved. I believe and will continue to believe Starfleet plays an important part in the overall security of the sector and the Federation as a whole. I await your reply, Mr. President and Chief Ambassador.

After much research and scanning, I have found no evidence that the microbe is still present on the station. From the studies that I conducted, it is unlikely that this organism has mutated or gone dormant. Golden added on 53099: Agent Rebecca Bailey of the DTI did willingly and voluntarily takes actions on 23 Mar 76 that directly and without question spared the planet Vulcan from grief and destruction of a catastrophic level, and in so doing not only spared the Federation but also her fellow mission team personnel at the cost of her own life. This level of personal sacrifice for the good of the many is of the caliber that becomes the stuff of departmental legend as an example of the right way to perish in the line of duty and of the cost we all must be willing to pay should our own time come. In light of this, I would like to submit that DTI Agent Rebecca Bailey be considerd for the UFP Medal of Freedom. Surely her acts as a citizen of the Federation have met the ideals of this award if not exceeded them, and though posthumous, this award would make it clear to her family and in particular her daughter that her sacrifice was in the line of duty and deepl appreciated by the Federation, even if the nature of this sacrifice can never be fully disclosed.

Ghorev added on 53156.1: I have a working design drawn up for the FME proposed by Dr. Malloy, based on my knowledge of microcircuitry design for PADDs and Tricorders. The trick is to model it into the station's computers and then install it as an industrial replicator pattern. I estimate this as a two week project given our current workload, and I request a volunteer who has considerable knowledge of detailed computer modeling and matter-energy replication to handle the project. While I have the most knowledge of the latter on this station, and will be available for consultation, I am busy with other tasks that must take precedence over this project. The engineer who takes up this task successfully will be given co-creator credit for the prototype with myself and Dr. Malloy.

Medes added on 53178.7: After the mission to retrieve the Orb, I've been considering the viability and usefulness of adding a program similar to the one I created on the spot to the permanent abilities of the shuttle. The function that I set up at the time acts as an automatic recall. If the biomonitor worn by an away team member displays a critical alert, it will transport that individual back to the shuttle. Upon further consideration, it might be possible to even have that individual transported directly to one of the emergency biobeds and have the biobed start its stabilizing procedures. Despite my extensive personal experience with biobeds, however, I'm not familiar with their technical aspects, so I'd have to work with a member of medical on this. At any rate, such an installation in the shuttles would allow this to be switched on and off by someone with relatively little technical acumen, should the away team not have an Engineer or should that Engineer be somehow incapacitated. Rather than making it part of SOP, as well, the ability to configure it easily and at will would allow a mission's CO to make the call as to whether or not such a measure was necessary or advisable. This in no way replaces actual medical attention from an officer, however, given our present critical shortage of medical staff, and the fact that this often means Away Teams are not accompanied by a medical officer, such a measure could potentially be a literal lifesaver. Please consider this my proposal to go forward with adding this to the station's shuttles, including discussing as necessary with medical personell the ideas outlined above.

Havaris added on 53209: Lt. Tyler proposed a mission to FImdari utilizing the Artifact as a vector of insertion. The purpose of this mission would be to deliver emergency supplies to our personnel currently grounded on the planet during the storm. I have imposed limitations to this conduct as follows. 1) Lt. Cmdr Aaron Park must be the primary contact. 2) Lt. JG Alethea Ruth Medes must be the only officer in proximity of Commander Park at the time of contact, having witnessed this same sort of use at Fimdari once before. 3) A coverstory MUST be in place to explain the presence of the goods delivered. 4) No questions will be answered by Tyler regarding her presence. A simple delivery, perhaps a brief conversation in deference to Lt. Tyler's anniversary with Commander Park. The contact must end in a timely fashion. No longer than five minutes. This will preserve the lives of our comrades on the ground and the secrecy of the Artifact in its current level of secrecy. We gain seven lives and lose nothing but our time. I await approval for this time-sensitive mission.

Ghorev added on 53209: I am, on the whole, opposed to such an idea, since the acknowledged need to take a strong precautionary stance lends credence to the idea that it will blow security clearances wide open amongst our own people. Having been asked/ordered to take part in an Artifact-driven rescue mission before, however, I can hardly be a hypocrite and deny a limited use of the thing now. If the artifact cannot determine when Dr. Park is alone, however, LT Tyler will need to be able to 'set down' a brief distance away and hike it. If she is willing to certify to me that she is confident in her ability to survive a brief hike if it comes to that, I am willing to allow a limited Artifact insertion of herself, and if necessary, one other Timefleet officer for support (in case a hike in the snow does become necessary), for a stealthy insertion and delivery of supplies to Dr. Park. The supplies will be placed in a probe casing, which will be artifically scored with phaser fire. If necessary, the cover story will be that the Merrimac or Thomas Paine launched supplies in a probe to the last known location of the away team. This report classified to Level 7. Idrani added on 53077: Pursuant to the presence of Dominion forces on Irdosia, I have been in contact with Sector Diplomacy. Contact with diplomatic envoys of the Dominion are underway near the Bajoran Wormhole, as outlined by the Treaty of Bajor. The Treaty of Bajor does not specifically mention non-invasion of the Beta quadrant, though it does apply to any members of the Alpha Quadrant Alliance, which happen to have territories in the Beta quadrant. However, Beta quadrant independents, like the Nausicaans, were not part of this treaty. Meaning, they are not guaranteed the protection against hostilities by the Dominion, nor are they given the rights to explore and trade in the Gamma Quadrant to the same level. I await word from Starfleet diplomats after they have made contact with the Dominion. I have hopes that the Dominion will order their forces back to the Gamma Quadrant, but as the Vorta's statement issued implied that since he is not in violation of the treaty, he isn't going anywhere. At this point, the Dominion forces on Nausicaa are dependent on the Nausicaans for Ketrecel-White. We don't know how they are getting this supply and, according to Ambassador K'net-mauri, neither do the Romulans. This is in despite of the fact that the Romulans have an "advisory" presence on Nausicaa. I am concerned that the Vorta will move quickly to secure his own line of Ketrecel-White and find access to materials to re-build Jem'Hadar cloning facilities. The Alliance may be protected by the Treaty of Bajor, as I said, but the Nausicaans and the Ferengi are not.

Park added on 53197.3: All members of the survey team have been examined and released to quarters to recover. 4 Male and 2 Female subjects were treated. Three of the males had multiple contusions and minor lacerations, the cause of which appears to be physical assault. One male showed the same injuries, but with minor damage to the nervous system caused by electrical shock. This damage will correct itself and requires no further treatment. The two female subjects had no physical injuries. All members of the team will require counseling to some degree, but the male who was tortured and one of the females will need extended treatment. I will provide specific information to the counseling department on these patients.

Park added on 53213.3: At approximately 1800 yesterday evening, the SAR team was extracted from the ravine into which we'd been trapped for the past 48 hours. Ensign David Spect was injuried in the original fall, sustaining compound fractures in both legs, a skull fracture and a severe concussion. Lieutenant JG Medes was injured while attempting to climb out of the ravine with me, sustaining a coupound fracture to the right leg, a deep laceration to the left hand and a mild concussion. Both patients are stable at this time on board the suttle but will require additional treatment upon the arrival of the Thomas Paine. All other members of the away team suffered from mild malnutruition, which will be remedied by the time relief arrives.
