Report Number: 109
Completed By: Ghorev
Opened By: Idrani
Department: CMD
Stardate: 53029
Idrani added on 52932.9: Afteraction report. Lieutenant (Junior Grade) Jaylas Idrani, Diplomatic Attache Officer.
On Stardate 52931.3, over three weeks since the children aboard the freighter "Fallen Star" were rescued from unknown assailants, the children were awaiting transport back to Fimdari aboard the A.D.S. Recklan, from the Andorian Defense Fleet, under Commander Meliak. The Recklan was approximately three hours later than scheduled, citing increased space-traffic around Fimdari. The A.D.S. Recklan confirmed their orders and transponder signals and were prepared to receive the transport of the children. Due to the number and ages of the children, I chose to transport Starfleet Officers with the children in order to help streamline the process of reuniting them with their families aboard the Recklan. Dr. Haven and I were prepared to beam over with a group of twelve older children, ranging in ages from 5-13. I left Ensign Va'tol, the group's other line officer on the station, stating that I would hail him when Dr Haven and I were safely aboard the Recklan.
We were transported by the S419 transporters, with the intent to materialize aboard the Recklan. However it became immediately apparent that our transporter signals had been diverted. We materialized in a dark cargo hold where three individuals in gold and black uniforms were waiting. They had phaser rifles pointed at us. There were two Orion males and one Tellurite male. Immediately, I activated my combadge and ordered an emergency beam-out. I was able to have a brief connection to S419 but the signal was cut off before a transporter lock could be established. One of the Orions approached us with a phaser pistol trained on us in a threatening manner. He appeared to be in a command position and advised us not to take action. I attempted to urge them to a peaceful resolution, informing them that as the station did receive a communications signal that they would no longer believe we had perished in a transporter accident and that essentially, our captor's element of surprise had been lost. I advised them that Andorians take threats to their children very seriously and that it would behoove them to surrender to Starfleet before the ADF captured them.
Our captor declined this offer, stating that he was confident that neither the ADF nor Starfleet could locate their vessel, as they had not been able to do so in the past. He stated that the presence of two Starfleet officers was a surprise, but something that could be remedied. The Orion commander then ordered his two subordinates to kill Dr. Haven and myself, presumably by either their bare hands or the butts of their rifles as they were cautioned to do nothing to harm the children as it would have a negative impact on their payment. At this point, the Orion Commander left the room.
Dr. Haven had, in the meantime, been keeping the children calm and quiet. We were approached by the two individuals in a threatening manner. Dr. Haven and I subdued them in hand-to-hand combat, aided by the older children who undoubtedly objected to being kidnapped a second time. We secured our assailants, then concluding that we must be aboard a cloaked vessel of sorts, determined that we must do something to confound the cloaking device and attract the attention of the Starfleet and ADF personnel who were undoubtedly looking for us. I chose to leave the children in the room, securing the door behind us. They had orders not to open the door except for myself or Dr. Haven. We then proceeded down the corridor, with the phaser rifles taken from the two subdued individuals, and located a battery of eight escape pods. Dr Haven and I launched them, which appeared to cause a massive systems-failure in the vessel. We presumed that this would be enough to send a signal, of sorts to our rescuers. Dr. Haven and I then proceeded to the bridge of the vessel with the intent of securing it. We were shortly joined by a boarding party from the A.D.S. Recklan, including Commander Meliak himself. The Commander ceded command of the away team to Starfleet. He informed us that the Recklan had confirmed that the children locked in the hold had been safely transported to the Recklan. I ordered the ADF team to set phasers to heavy stun, before entering the bridge. I was the first through the door, followed closely by Dr. Haven, Commander Meliak and the rest of the ADF team. There were six individuals on the bridge. Dr. Haven and I stunned four between us, then Commander Meliak stunned the fifth. The remaining Orion was the same commander that we had met when we were transported over. He chose to surrender
At this point, I was uncertain of the status of this ship's systems and the communications relay between our combadges and the station. As Commander Meliak had open communication with his vessel, I requested that he relay to the Recklan and through them, to the station, that the bridge of the vessel was secure. Shortly thereafter, I was hailed directly by Lt. Medes and I gave her a status report. I requested that our prisoners be transported to S419 and taken into custody, as well as a tow back to S419. I requested that Commander Meliak send his team to visually confirm that the crew of this vessel was in custody and confirm that the ship was secure. He consented to do so and Dr. Haven requested and was given permission to accompany them. Within minutes, we had confirmation that the ship was completely secure and all hostile individuals had been taken into custody. We were towed back to S419 via tractor beam without incident.
Dr. Haven conducted herself admirably on this mission, as boarding and capturing a pirate vessel is most certainly out of her normal scope of practice. We accomplished our task with no injury to the children, the ADF officers or ourselves. The only injuries to our captors were the two individuals we initially subdued. The ADF personnel were most helpful and co-operative during this incident and I credit their support with the ease of our success in securing the bridge of the vessel. I am asking that Ensign Va'tol file an addendum to this report covering his actions while he was in command of the remainder of the original team. Any questions or concerns, please contact me.
------------------------------------------------------------------------------
Ghorev added on 53029: The disposition of the vessel and its physical and virtual contents are now disseminated through other reports. This one is hereby closed.

Rancion added on 52943.8: on Stardate 52943.8 Ensign Takamura and I were summoned to the Infirmary by Ensign Harris. Upon Arrival I witnessed a klingon assailant K'ruQ stab Lt.jg. Haven in the abdomen. Both Ensign Takamura and I fired upon the kilong on stunning him, and moved the assailant to the brig. Witness's report, Ensign Harris, reported that the Klingon entered the infirmary in a surly mood, and when Lt.jg Haven offere aid words were exhcanged and K'ruQ struck her, an altercation ensued and Harris acting in defense of a fellow starfleet officer was in the process of trying to assist Dr. Haven upon arrival when the victim was stabbed.

Mostly to keep a Diplomatic incident from occurring between Ensign Spect and Gr'laH. Commander Kasa added on 52972.7: Commander Kasa of the USS Merimac. Forwarding you our mission assessment and AAR data as compiled from sources on board our ship and detached to Fimdari to aid on the ground. Mission Outline: A subspace anomaly was birthed after the liberation, caused -- we believe -- by a warp core explosion from one of the fleeing Cardassian craft as it attempted to slingshot Fimdari's sun and extend to escape. It activated when scientists attempted to scan it some months later. It began leaching energy from the sun, destabilizing it and causing massive radiation and flares. This began to have an adverse effect on the planet itself. Our mission was to find a way to gather data on the anomaly, gather it, assess it, and neutralize the anomaly itself. Secondary to that was the evacuation of threatened areas on Fimdari. Tertiary to that was the protection of civil and military installations on the surface of Fimdari. Where it concerns your officers, I have included the details of their actions. Overall, this mission was a success. The sun is safe, the anomaly neutralized, and very little civilian life was lost on Fimdari as a whole. There were locations that were lost on the ground, unfortunately, but as this was a tertiary objective, such losses were anticipated and expected.
------------------------------------------------------------------------------
Ghorev added on 53029: No further requests for information have come in from Sector Command or from the Fimdari colonial government. This report is therefore closed and filed.

Completed By: Ghorev
Opened By: Ghorev
Department: CMD
Stardate: 53039.2
Ghorev added on 52996.5: Dr. Haven has explained to me that, during the recent unpleasantness on Bak'TUR, she gave the protection of Starfleet and this station to two Ferengi citizens -- Mister Solok being the first, and Havaris Jiasha, the wife of Ambassador Lux, being the second -- when the local Klingons, including Gr'lah, wanted to lynch Solok. There is the fear that since this occured on a Klingon colony, Dr. Haven may have overstepped her bounds. I am sure she in fact did, at least with regards to Solok; a case can be made regarding to Havaris Jiasha due to her being the wife of a diplomat accredited to our station. Lt. Idrani, you will need to be aware of this, and you should speak to Dr. Haven ASAP to get a full statement in case there is any diplomatic backlash from either the Klingons or the Ferengi.
------------------------------------------------------------------------------
Ghorev added on 53039.2: I have discussed this matter with Captain Gr'laH. He will be providing directly to me certain affidavits from Klingon and other witnesses supporting his contentions that he did, in fact, state that Mister Solok was being detained and/or arrested as a suspect in the matter of the Bak'TUR bombing. If these affidavits appear, and the witnesses are known to have no dishonor which might color those affidavits, then the Klingon Embassy will have enough evidence to make a prima facie case that Dr. Haven did, in fact, violate Federation-Klingon treaties by violating the sovereignty of Klingon law on a Klingon colonial world. This cannot be permitted to stand, and once the affidavits are in hand, an inquiry will be made.

The Risa Microbe Vaccine was administered, and Mr. Beachwood was released for duty for the time being, but I advised him that he may be called back for further testing. During the scans, I noted some anomalous readings in his lungs. I then proceeded to do a more intensive, full torso scan. The results of these scans are on file in the medical database. I feel it necessary that a member of the medical staff with more training and experience than I possess review these readings, and, if necessary, call Mr. Beachwood in for further examination, as I am not entirely certain what to make of these readings. There seemed to be some sort of a chemical residue lining his lungs, along with some traces of carbon monoxide. And yet, in all other ways that I could determine, he seems a perfectly healthy young man.

Idrani added on 53034.3: I am issuing this report following an incident with Security on the Diplomatic deck. Apparently, additional security was called to Deck 12 after tensions between the Nausicaan and Klingon ambassadors escalated. The official meeting was dismissed and I was interviewing Mr. Heller, the Diplomatic Aide to the Unified Nausicaan Alliance. At this point, Lt. Cristobal entered the room. I questioned him as to the reason for his presence, which he stated he was here as a precaution. Feeling that this was an incomplete answer, I asked him the nature of the concern, to which he replied "Accidents". Lt. Rivers then entered the room and told Lt. Cristobal that he could leave the room. Her statements seemed to indicate that she did not believe that her presence in the conference room was necessary. I told Lt. Rivers I would speak to her on the matter and dismissed her. She made a few statements to the effect that Security had made a fool of itself and then departed.

Report Number: 29
Completed By: Ghorev
Opened By: Dakin
Department: SEC
Stardate: 53045.9
Dakin added on 52831.1: This evening, the freighter Fallen Star arrived having taken massive amounts of battle damage. The ship's captain, Jordan U. "Jub" Baird, then hailed the station stating that he was under pursuit and that he was carrying a passenger load of children that he'd apparently smuggled from his pursuers for reasons unknown. While we attempted to effect rescue and repair, three interception vessels of unknown origin arrived in our space and began attacking the Fallen Star. Captain Baird was able to destroy one of the assailing ships, while Mr. Havaris, operating station tactical this shift, was able to destroy a second and disable the final attacking vessel. However, the second destroyed ship was able to affect a beam-over to the Fallen Star, later revealed to be an Orion male of as-yet-unknown ID. Lt. Poole and Ensigns Medes and Stewart were already arriving via the Cape Fear to board and affect rescue and repair operations and subdued the Orion as well as an adolescent Andorian girl who was attacking the Orion. Unfortunately, Captain Baird was gravely wounded by the Orion, and he was the first to be transported, directly to the infirmary. Lt. Poole reported 23 children aboard the ship, excluding the Andorian girl. Aside from two humans, one Bolian, and one Betazoid, all the children were of Andorian origin. The children were transported to the cargo bay under the care of Medical and Security personnel. Lt. Poole's team then piloted the Fallen Star and the Cape Fear back into dock, and I ordered a standdown from alert status. The Orion boarder and the Andorian girl are in the brig in separate cells. The Thomas Paine was dispatched to retrieve the disabled pursuit ship, but found the pilot dead of indeterminate cause. I'm having the body submitted to Medical for autopsy, and the two prisoners and the children to be run through Federation records for identity confirmation. I also strongly suggest that, when he comes out of recovery, Captain Baird be interviewed as to why he smuggled these children away and why his attackers were willing to both kill and die to get them back.
------------------------------------------------------------------------------
Ghorev added on 53045.9: The raid was successful. This report is hereby filed, and copies of the datablocks analyzed by LTJG Medes and her team are placed into evidence for JAG in case of later prosecutions of the suspects.

Park added on 53027.4: The idea has been forwarded my Dr. Haven of creating a Day Care on the station to provide care for those officers and civilians assigned here. I'm not sure of who to foward this idea to, but it has my full support.
------------------------------------------------------------------------------
Havaris added on 53046: Having proposed this item to the Senior Staff on behalf of the Office of the Quartermaster, and having spoken with Lt. Ghorev at length regarding the logistical implications of this project, it is my pleasure to approve this project for planning and design. Current facts: 20,000 sq m of space containing facilities for the fostering, day care, teaching, and entertainment needs of an optimum range of 20 children or less. This center would fall under the oversight and authority of the Training Center and the Ofice of the Second Officer, but could and should be staffed jointly by crew and Civilian workers. I will be opening a report for the offices of the Quartermaster, assigned to Ensign Harker, once we have had the opportunity to discuss this matter.

Havaris added on 53024.8: In reviewing the Standard Operating Procedures for our Operations Department I could not help but notice a surprising lack of SOP with respect to your daily procedures and our inter-departmental interactions with Security and Engineering. To that end, all Section Heads and Junior Officers are to provide me with their current understanding of their post's SOP. In the event that our points of view conflict, contrast, or simply collide, I will issue corrections to the SOP files for Operations, especially with respect to Customs and Security, and Systems Management and Engineering. Feel free to suggest changes and alterations, as it is my wish to return this Station to maximal operating efficiency. Section heads and Junior Officers may feel free to append this report with their opinions or meet with me privately as suits their schedules.
------------------------------------------------------------------------------
Havaris added on 53046: New Standard Operating Procedures for the Ops Department are in place. Outstanding posts without SOP are Systems Management, Quartermaster, and Shuttlecraft Pilot. This SOP will be developed as we move ahead. Both by myself, Lt. JG Foster, Ensign Harris, and Ensign Harker.

Leah added on 53046.9: As I'm still on maternity leave and the twins haven't arrived, this is a little early, but I am announcing my intention to go into reserve status and take some time away from Starfleet. With the war over and the children coming, I would like to be there during their first months and possibly years.
------------------------------------------------------------------------------
Havaris added on 53047.6: Although we are short staffed at present, Ensign, I place a high regard on any parent willing to place his or her child before her career. I grant relief from active duty and a transition into reserve status, effective immediately upon the cessation of your maternity leave. However, I do this with the understanding that your post may not be empty upon your return to active duty. Prophets guide you, and congratulations to yourself and Rann.

Magret added on 53036.9: Holodeck One in the Dream Factory is in the process of maintenance and program installation so as to serve as a Creche for the refugee children Isole Arnan and I will hopefully be taking in for fosterage. As a result, as of the Stardate on this report, Holodeck One is not open to usage for any other purpose until further notice. Holodeck Two is still open for normal scheduling and use, and we will make every effort to continue to accomodate the holotime needs of our regular customers. Thank you for your patience during this time and your continued patronage of the Dream Factory.
------------------------------------------------------------------------------
Magret added on 53055.4: Since the children are being sent to Dulcais, there's no need to hold Holodeck One closed for them. Thank you for your patience during this time.

Sulkat added on 53041.4: I am conducting an weapons inventory check with a view to insuring the availability of the correct number of weapons in an in emergency, as per regulations, and need to know who currently is carrying which weapons. Therefore, please inform me via this report ASAP of the arms which you carry. *IMPORTANT* Additionally, upon noticing a discrepancy in the number of weapons in the Armoury upon my resumption of duty, anybody who is carrying a weapon in contravention to SOP and orders from the CO with regards to carrying weapons here on the station should immediatley (as previously reminded on several occasions) hand them in to myself for stowing in the Armoury at the soonest oppurtunity. Unfamiliarity with Starfleet regulations - especially considering the recent OER's - is utterly unacceptable.
------------------------------------------------------------------------------
Sulkat added on 53055.6: Report filed and complete. All phasers are accounted for, and phasers erroneously held onto have been returned to the Armoury, which is now stocked with the appropriate number of arms. An inventory of weapons is available on request from myself. Thank-you for your swift co-operation, everyone.

Havaris added on 53031.2: With the tireless work of Lt. JG Medes and the assistance of Lt. JG Nevaren, Lt. Poole, Lt. JG Golden, Lt. JG O'Rielly, Commander Lexington, and others, we were finally able to assemble the missing pieces in the Invictus Child Slavery ring, led by none other than Darmonus Cenobiar. We placed nearly one-hundred criminal actionaries from no less than twenty-five separate underworld groups at our target location, all of them gathered for the eventual auction and transfer of roughly three-hundred children from every major race in the Alpha Quadrant. Our mission consisted of a Blockade Fleet commanded by Commander Lexington of Starfleet Secturity aboard the USS Baden Powell and an insertion team commanded by myself. The team, assisted by a captive Orion named Gelniak Solnus, was to insert aboard a captured Invictus Shuttle, directly into the base using acquired Ident-Key codes provided by Commander Lexington's Rontham Colony acquisition of yet another Invictus Shuttle. Once inside, we were to proceed to the main annex of the base, split into two teams, and proceed in tandem to the main mission objectives. First: The holding cells of the children. Second: The generator systems of the station itself. Once the generator had been dropped and the dissipator fields negated, the USS Baden Powell and the USS K'rillik were to proceed within range of the base, insert Starfeet Security teams and extract both the children and the away mission. Once the children and the away mission were safely aboard, the capture and arrest of all present aboard the station was to be effected. This mission was a nearly complete success.
------------------------------------------------------------------------------
Balin added on 53057.8: For rescuing the children from the clutches of the crime syndicate, Mr. Foster is issued the Federation Medal of Valor.
For rescuing the children from the clutches of the crime syndicate, Mr. Cristobal, Mr. Medes, Mr. Va'tol, Mr. Poole and Mr. Havaris are all issued the Hands of Mercy.
For her part in uncovering the intelligence requisite to getting the job done, Mr. Medes is issued a commendation.
For her role in the rescue of the children, Dr. Haven is issued a commendation.

Opened By: Ghorev
Department: CO
Stardate: 53058.1
Ghorev added on 53057.5: I have received and weighted additional testimony in the matter of the incident at Bak'TUR between Dr. Haven, Captain Gr'laH, and the Ferengi merchant Solok. Two assertions made by Captain Gr'laH become more clear: firstly, that his assumption of duties as de facto commander of the ad hoc Klingon forces working damage control in his location was well known, and secondly, that in this capacity, however high his personal anger and animosity, he did make it clear enough that Master Solok was considered by him to be a suspect or at least a material witness in the matter. Accordingly, a prima facie case can be made against LTJG Dr. Lalaunie Haven for willful violation of interstellar treaties of cooperation on peacekeeping between the United Federation of Planets and the Klingon Empire. I am led to believe that Dr. Haven is likewise being punished as a internal Klingon matter, owing to her adoption into the household of Dr. Gorgha, and therefore we are pursuing only the fact that Dr. Haven did violate those treaties, not the effects of the violation itself, already being handled by the Klingon Empire. It is my weighted and careful decision that Dr. Haven be reprimanded formally for this gross violation of discipline, and that she further be placed on administrative probation restricting her from all non-emergency away missions and all non-hardship off-station leave until such time as she can take and pass the same written and simulation evaluations required of all junior command officers. As I see it, if this otherwise compassionate and talented officer wishes to assume by virtue of compassion and talent the privilege of making command line decisions regarding what laws and regulations apply and which are mere semantic hand-waving, and what treaties are to be enforced and which are mere inconveniences to some grander philosophy, she should be required to face the same tests and evaluations as any other junior command officer. She will have the usual assistance of the Training Office to prepare for these exams, of course. I submit these findings and disciplinary decisions to CMDR Balin for final review.
------------------------------------------------------------------------------
Balin added on 53058.1: For her actions on Bak'TUR and the interference with an allied police action, Dr. Haven is reprimanded for interfering with established interstellar treaties.
Dr. Haven is hereby placed on emergency, on-call duty only, until such time she is able to pass the line officer evaluations for junior officers. She has been informed that this will not place her into line officer status, but will help develop a better familiarity with the Prime Directive and decision-making processes.

Cristobal added on 52982.7: The shuttle belonging to Ambassador Zuh'raah'do arrived at 0500 hours today with Isole Arnan, Randal Thorne and Magret Etena aboard. Showing signs of having taken disruptor fire, the vessel was badly damaged. Ms. Arnan, who seemed to be in command, reported that they had been attacked by four No'char vessels. The shuttle is in docking bay two. Someone in the diplomatic and/or command section should probably contact Ambassador Zuh'raah'do and inform him of the situation.

Stardate: 53058.4
Poole added on 52991.5: While on routine counter-piracy patrol of the Dulcais sector, we received a signal from the Quarantine buoy set in the Irdosia system. It indicated the possibility of a cloaked ship, and we were directed to investigate by S419. Making our way there at maximum warp, I ordered a slow approach and sought to confirm the existence of said ship and discover it's whereabouts. Some excellent suggestions were given by the bridge crew at this point, but I went with a more direct approach, and Lt. Havaris didn't fail me. He not only confirmed that there was a ship, but that it was in orbit around Irdosia Prime. Once we discovered it's location, I ordered a slow intercept, as I didn't want to spook them off. I should note at this point in time that Nilee completed a scan of the Irdosian surface: there was a lack of energy signatures from the Dominion base that must have been there, and he detected a faint Federation type energy signature. The base, we discovered, had been taken by the ship in orbit, named the G'orlakesh captained by Pra'nakthar. Our conversation with him is readily available in the databank of the Thomas Paine. When we made contact with them to question why they had broken the quarantine, we were told that they simply interpreted the buoy as a warning against Federation citizens and something they need not pay attention to. Normally I would be inclined to agree, but I felt and still feel that they were playing a dangerous game. I know first hand what a cloaking device could do to that planet and I have no wish to see a repeat of the first Irdosian Incident. As I said above, Havaris discovered the base inside their cargo hold. Of course the idea of just letting them have the base didn't appeal to me, but as it was within their rights to salvage and it helped remove a big prime directive threat to the native people's of Irdosia, I was about to let them go. It was just then when a distress call came in from the Merchant Marine vessel S.S. Terradyne. Immediately we laid in course to assist, arriving alas too late to stop the raid of the Terradyne. Fortunately no lives were lost and nothing was stolen. Later, as the data for this report was compiled, I believe that this was a deliberate diversion, to draw our attention away from the Gor'lakesh and it's cargo. Our orders, however, were clear. The distress call was our priority, and thusly we set out after the pirates, catching up to them. After numerous hails, which were ignored, I ordered that the pirates be subdued. It is worthy to note that my bridge crew and that of the Beta shift had been performing well above my expectations during our patrol duty. It is also worthy to note that the alpha shift, which consisted of Lieutenant (jg) Foster, Lieutenant (jg) Havaris, Lieutenant (jg) Medes, Ensign Va'tol, and Ensign Nilee, performed above and beyond the norm in the bloodless capture of the pirate ship. No lives were lost and we managed to stop them before they entered the Sandstorm. The USS Agamemnon came to our aid then, taking custody of the ship and it's crew and freeing us to return to our previous quarry: the Gor'lakesh, which we intercepted before it reached the Neutral Zone. When I attempted merely to ask questions of the Captain, he turned both rude and assumed that we were there to board him. With the exception of the scan I ordered performed of his ship, there was no indication on our part of any action of that sort. Our | |
