  This is a toggle command, which will set you from IC to OOC and back. The
  HAVEN flag controls your IC/OOC status: when it is on, you are considered
  OOC. Note that if you are in an OOC area you will automatically show up as
  OOC. You should only need to use this command when you are in an IC area but
  want to be recognized as OOC.
