qualify

  +qualify <player>=<text>
 
  This command will qualify <player> for line officer status. <text> is what 
  will appear in the character's service record, and should describe the test
  and the subject's performance on the test, as well as any remarks. These 
  should only be 4 or 5 lines at most. The notes are classified at level 7 for
  Dept Heads only in the service record. It will time stamp the Qualified 
  portion of the Service Record, and inform staff via staff job tracker post
  of the command's use. You should also open and /complete a report for each
  evaluation as well.

  The <player> will also receive 2 XP points in their pending pool. It is 
  suggested that the <player> uses it toward the Command skill, 
  Administration skill, or a Tactics skill, but it can be spent towards 
  anything.

  Only staff and officers in the Command branch can use this command.
