decorate

  +decorate [<player>=<medal>%]
  
  This command is only for the Commanding Officers to perform. It allows
  them to give out decorations, or medals, for outstanding IC achievement.
  When used without any arguments it lists the different IC medals. This
  system ties in with the Dress Uniform description, and displays the
  medals on the dress uniform. It also places a decoration notice in the
  character's service record.
