Projective Telepathy: The character can broadcast a thought to a target. The
target receives the message like a 'voice inside his head'. If the target
struggles to keep the attacker out of her mind, then a Psi/Focus vs Psi/Focus
contest must be won by the target to keep them out. Only one such defense is
necessary per scene - once the target blocks reception, the attacker cannot
attack again until a new scene.
Receptive Telepathy: This is a passive psionic skill, and contests are not
necessary unless the attacker is probing for specific information or the
Target is intentionally trying to shield his or her mind. The +think code is
provided to account for 'random surface thoughts'. For contests, use
Psi/Focus vs Psi/Focus. If successful, it allows one forced +think from the
target. Each successful contest allows one more +think. To look for specific
information once in the target's mind, the attacker must Psi/Focus Vs
Challenging (with disadvantage called for difference in race as noted in
'news psi-rules'). If any Telepathy contest fails, the target will know
someone is probing them (and if there is only one telepathic person is in
a room, it's obvious who). If it dramatically fails, they know automatically
who is probing. Otherwise, the target will be unaware.

'+think <attacker>=<thought>'.
