  Some races may not be available to you even though you see them on the list
  of used races. That is because +info works differently whether or not you are
  in character generation. The causes for a race to not be available are as
  follows:
  
  Staff has deemed that there are too many of this particular race, and
  have locked it down. Or...
  
  Due to thematic reasons, a race has been reserved for NPC antagonists.

  Whereas you may find this limiting for you, it is important that we maintain
  appropriate census levels to keep theme in balance. Those locked down by the
  first instance could be unlocked as players leave. Watch the Announcements
  board for the race to become available again.

You can check various racial restrictions by using the command:
  
  +info racial restrictions
  +info my restrictions
  
The first command displays all races locked down from use. The second command
displays a list of all forbidden things. This can change depending on your
selection of race, occupation, etc.
