  General rules:
 
  If the Target does not have a psi rating, he can use Intellect/Logic in 
  psionic contests.
 
  If the Target has Telepathic Resistance, he is immune to telepathic attacks.
 
  If the Target has Strong Will, he may claim advantage over the attacker, 
  negating any other advantage that the attacker has claimed (for courage point 
  expenditure or other reasons).
 
  If the Target is of a race other than the attacker's race, then the attacker 
  MUST claim disadvantage.
 
  If the Target is willing, then psionics are automatic, and simply roleplayed.
