  All of our Starfleet officers must go by their FAMILY NAME. That is, their
  'last name' for most races, their 'first name' for Bajorans, or the 'only
  name they have' if they're Vulcan or Klingon, or other race who do not use
  familial names. This includes all non-civilian characters and people who
  should be addressed by their 'last name' such as diplomats and exchange
  officers.
