  Communications

  Priority One messages are encoded with a variable encryption algorithm that
  changes on a regular basis. Priority One messages are also marked "eyes only"
  and can only be viewed by their recipients after undergoing identity 
  authorization. All Priority One messages are marked for immediate delivery to
  the recipient and take precedence over lower priority subspace traffic. 

  Priority Two messages are also encrypted, but not to such a high level. These
  messages are also encoded to a specific individual, though not flagged with 
  the same level of importance as Priority one messages. 

  Priority Three messages require no authorization and are encrypted only if a
  particular situation demands it. These messages carry a higher priority with
  them then regular subspace traffic, but are still not of the level of 
  Priority One or Two messages.
