Just as in any military, Starfleet has a chain of command. This chain of
command is detailed in '+roster s419'. By taking a look at +roster, it is
easy to get a grip on how the chain is organized:

Regulations state that you must follow the orders of superior officers, even
if you do not personally feel they are right, so long as in carrying out
those orders you would not violate the directives (such as the Prime
Directive).
In any given situation, at least one player is going to be in charge. That
is a cold fact of life in a military structure. The Line Officer flag on
'+roster' denotes who is in charge in a given situation. The highest ranking
Line Officer is in charge of the party in any given situation, even if there
are higher ranking staff officers (those without Line Officer flags in
+roster).

If there are two Line Officers of equal rank in a situation, whoever is
highest on the +roster is in charge. If there are no line officers available
to be in charge, then the burden of command falls to the highest ranking
staff officer. If there are two staff officers of equal rank in a situation,
whoever is highest on +roster is in charge. If there is any question, take
a look at the '+rorder' command, which is the Rank Pose Order determination
command.
If players will not follow orders, they will be punished IC, and if it
becomes a problem, staff will do something about it OOC as well. If you
cannot fit into a military command structure then you have no business
playing a Starfleet character.

This does not mean that the person with the highest rank in a given situation
should be autocratic. Indeed, a good command officer listens to those that he
commands. He leads by example. He is responsible for the safety of those he
commands. He delegates authority; he does not wield power. This, too, will be
taken up IC in the form of punishments if abused, and OOC if egregious.
Space Madness aside, you should strive to do your duty - and that is to
uphold your oath to Starfleet. An oath that not everyone is good enough to
make. An oath that should mean something on a deep, emotional level to your
character. You are the cream of the crop among the quadrant's races. You were
selected to wear that uniform. Wear it with pride and dignity, and wear it
with respect for those who command (and those under your command).
