Summary:

Rade hails from Alpha Centauri. Schooled in the arts, he left his home world as soon as he reached adulthood. He began a few entrepreneurships, contrary to his schooling, on a variety of Starfleet space stations and in the fringes of the Neutral Zone. These businesses ranged from a holosuite to a pawn shop to a night club. 

Starfleet has some records, indicating him as suspect in using his businesses as fronts for criminal activity. Specifically, he was marked as a possible fence for stolen contraband, in particular, valuable art-work. Some ties with the Orion Syndicate are thought to have existed.

He purchased the rights to the Neutral Zone bar on Station 419 from it's former owner - a known member of the Orion Syndicate in 2374.
